On the page https://help.ubuntu.com/9.04/serverguide/C/automatic-
updates.html there is a critical missing step. Without the following
step, the unattended upgrades are never scheduled:
Add the following line to /etc/apt/apt.conf.d/10periodi
sudo touch /etc/libuser.conf
worked here
