I experience this issue on Linux Mint 13 Maya, with the Cinnamon desktop

CTRL+ALT+F5 to get to a tty login, then kill the gnome-session process,
so I could log back in ag

fallback, without the overlay scrollbars.

I'm not sure it's entirely Unity's fault. I've noticed a whole lot more
focus-stealing in gnome-session-fallback in Oneiric Ocelot. Maybe it's
related to Gnome 3?
