Public bug reported:

Using the VTK system libraries in a C++ project built using Bazel led to an 
issue, since `vtkSmartPointer.h` so far was included as a system include using 
`<>` and not via `""`.
This is fixed upstream now: 
https://gitlab.kitware.com/vtk/vtk/-/merge_requests/11340
May I kindly ask what would be the process to release a new version of `vtk9` 
and related packages on Ubuntu to roll out this change?
This bug is somewhat blocking our workflow, so it would be great to have this 
fixed asap.
Please let me know if you need anything from my side to fix this.
