I had the same problem after a clean installation of Hardy. After
googling a lot a found the solution was:
cd /etc/xdg/menus/applications-merged
ln -s ../kde-applications-merged/kde-essential.menu .
It seems that some program is searching for kde-essential.menu at the
wrong place ;-)

Of course, what I have said before has to be executed as root (a sudo
before ln is enough)...
