I've been able to get a workaround for this issue.
I was using compiz(Unity) on my Ubuntu 18.04.
While GNOME seems to be fine, it looks like compiz is causing a race-condition
with another process.
A workaround is to delay compiz launch for a few seconds.
Open up /usr/lib/systemd/user/unity7.se
I'm also experiencing the exact same issues.

Fn F5/F6 does nothing. The Brightness indicator flashes on the first
push, and then seems to delay its indication long after I have pressed
the keys.
My default power management brightness is set to 30%, and the laptop
appears to respect this option.

When I set the fullscreen mode in flashplayer the image is not correct,
I only see a black screen and only 1 pixel strip on the left.
The monitor is a external Dell with a resolution of 2048x1152, working
with the laptop screen (1280x800) all is fine.

here is a solution, use visudo to edit /etc/sudoers file, and change this line
from:
Defaultsenv_reset
to
Defaults!env_reset
and solved this problem.

here is a way to fix the bug, just remove
/etc/fonts/conf.d/49-sansserif.conf, and everything work fine.
