Thank you for your work on the issue. How can I update to the new
version? I ran all package updates and upgrades in Ubuntu, but my
version of mutter is still 3.43.3.

I'm having the exact same issue, it's also caused by 150% fractional
scaling in my case. I'm also noticing a lot of screen tearing when
playing videos. All problems (resolution switching and screen tearing)
disappear when I revert the scaling to 100%.
