Wow, wrote this late at night, and realized that last part is not very
clear.

All, I'm having the same issue after upgrading to lucid yesterday. One
interesting bit of data... I have to run portmap stop and start
separately.
So this works:
# sudo service nfs-kernel-server stop
# sudo service portmap stop
# sudo service portmap start
# sudo service nfs-kernel-server start
