Perhaps important: I'm using RCS in emacs, so perhaps emacs (GNU Emacs
24.5.1) is acting weird and not RCS :). Anyway, RCS under emacs in
Ubuntu 16.04 has a problem with editing log entries.

I've always loved RCS, and on Ubuntu 10.04 it is flawless. However, on Ubuntu
16.04 editing log entries is a pain: first it shows me for some reason the name
of the file; this window I have to kill, then I can edit the log, but alas:

Thank you for the dbus-launch idea, here's how it worked for me:
in xfce4 menu Settings / Session and Startup / Application Autostart
Add new
..here you choose a name, e.g. my-nm-applet-kludge, containing command
dbus-launch nm-applet
