I deleted my Virtual Machines, re-installed from the .iso, and tried this

sudo apt-get update (I had to supply my password)
sudo apt-get upgrade (It asked me if I was willing to give it space
I can confirm both the alternating behavior with Fn Up Arrow as well as the not
restoring full brightness when I swipe across my Dell Latitude D620 trackpad.

I think it is in Gnome upstream of Ubuntu as this occurs on Fedora 16
This is really resolved in 11.04. F10 seems to start in the
application's menu, and as I right arrow, I get the Bluetooth, Wifi,
etc. menu options.
