The best solution I've found is to uncomment the "Timed login" options
on the custom.gdm as shown here https://askubuntu.com/questions/1136457

There are no changes between the files on the two version of the gdm3
package: 3.28.3-0ubuntu18.04.4 and the 3.28.3-0ubuntu. All the files
has the same md5sum so the the problem is somewhere else.

I realized the solution i proposed works just once (in the next
reboot/poweroff). After that, it doesn't work anymore. No matter ir you
apply again the autologin setting it will not work anymore so it's not a
solution.

Or you can simple do the same thing as follows:
/etc/init.d/postgresql-8.3 stop
pg_dropcluster --stop 8.3 main
