I'm on Xubuntu 19.04 Disco Dingo now and I still have this issue with
Window Manager settings window. It doesn't always crash, but the issue
with disappearing buttons when changing the layout is all the time, easy
to reproduce.
xfwm4 4.13.1-3~19.04, VirtualBox VM

I was testing Menu Libre 2.2.0 on newest Xubuntu 18.04, I added a new
blank launcher ("Nowy aktywator") in a random folder (Graphics for
example), used search field to find it ("nowy"), clicked somewhere on
empty space couple times, clicked on disabled (greyed out) menu button

I have the same issue during 18.04 bionic daily installation, I chose
Polish, but this WiFi Authentication window wasn't translated at all.

I can confirm this on 17.04 and 16.04 LTS. This is how the warning looks
