[Bug 1857273] [NEW] discovery says there is updates but command line says no

Public bug reported: Discover has been giving problems for quite a while now. This time Discover says I need 4 updates but they will not download and discover acts erratically. I did a command line update and the command line says there are 0 zero updates available. Please see the screenshots
