This bug has not been fixed yet, and in 14.04 it got worse: At least for
me, the keyboard shortcut no longer fixes the issue.

I have the same issue, also under 13.04, with seahorse version 3.6.3.
The bug has been fixed in seahorse, apparently, although I haven't figured out
yet what version (they helpfully say HEAD).
