On Xenial after apt-get upgrade the package 1.3.1-1ubuntu10.3 still has
the same problem.
Workaraound is the same:
# kill `cat /var/run/libvirtd.pid`

This is not a local problem. It occured on three different systems at
different customers all upgraded to xenial. The workaraound went to our
normal procedure and should be fixed by the libvirt team.
If a specific information is needed, dont hestitate to ask...

After using 'journalctl -u libvirt-bin' one of the last lines stated a
could not get "/var/run/libvirtd.pid"
After killing the pid from the the file and a 'apt-get install -f' the
installation went ok.
