It looks like the bug was reintroduced in release 4.15.0-71.80. If I
revert to version 4.15.0-70-generic the network connection is stable
again. With newer releases my network connection constantly drops
(similar to the initial bug report).
According to release notes for 4.15.0-71.80 some changes
Kickstart works with the non-GUI 18.04 installer (ubuntu-18.04.3-server-
amd64.iso)

I have a similar problem on Ubuntu 14.04. The only workaround that works
was the one provided by "Alexander Stohr", i.e., install openntpd (which
failes), then remove the symlink /usr/sbin/openntpd -> ntpd and then
reinstall openntpd.

In my case this was caused by bluetooth being locked in the bios.
Allowing bluetooth solved it.

Some more information.
I could not start the update manager from Dash either. If I clicked the
update manager from Dash, nothing happened.
update-manager was actually somewhere in the background:
$ sudo ps aux | grep update

Some problem but in my case with a freshly installed Ubuntu 12.04 using
default Unity. When I click the update manager icon, nothing happens. If
I right-click and select "Update manager" again nothing happens. I can
however select "Install all available updates" but this does not alllow

It's probably caused by a lot of factors :)
I had a system crash with Ubuntu 8.10 and reinstalled Ubuntu 8.10. I did
however managed to make a copy of the .evolution directory which I tried to
restore. Somehow evolution kept on complaining that the database was corrupt so
I removed all indexes

It seems that after upgrading to 8.04 smartctl short test seems to hang
at 90% (ie it never finishes).
The following test hangs at 90%:

I did a clean install of Hardy (realeased version) and experience
similar problems.
For example running man:
