I think you can remove it from Preferences Sessions. You suggest that
ubuntu should easily be able to detect if bluetooth hardware is
present, but that IS the function of what you are reporting. The
computer can't tell if bluetooth hardware is present unless it's running
a small daemon; 1.6MB

Thank you for reporting this bug. However, this seems to be a
fundamental issue with the way package managers handle the database any
time they are running, which includes downloading files. I don't think
this is a major enough issue to warrant a rewrite of a large portion of
the update
