Quick follow up. I installed Ubuntu 22.04 on same RaspberryPI, and I noticed a huge performance difference with fractional scaling on Wayland. On Wayland I was unable to find any lag or delay or performance hit. On Xorg though, even Ubuntu 22.04 had the same performance issues as Ubuntu Budgie
