When creating VM with more than one drive attached to virtio-scsi bus
Seabios can not detect the second drive. Especially it breaks using of
config drive with Openstack.

This update introduces problem in my setup, adapted to old behavior:

Mee too. Ubuntu 14.04 + Openstack Kilo. Br-eth1 is not starting on system boot
but if I do `ifup br-eth1` all things are doing well.
