It seems that Matthew Flaschen has been nominated for fixing this bug in Hardy. Cups is one of those package that can be obviously be installed on a Ubuntu Server 8.04 LTS: *Long* Term Support. I don't know if there's a way to prioritize tasks, but Ubuntu 8.04 Server will exist for 5 years (!)
