Confirming this with the combination of Asus Transformer TF101/Android
4.0.3 and Kubuntu 12.04 fully up to date.
This is beyond annoying! Can anyone comment on whether this is fixed in
other apt-based distros?

I am now having this problem too, after just upgrading to 12.04 from
11.10. I have noticed 2 things that may be relevant:
(1) It only occurs when booting with lightdm as display manager. I'm a
KDE user, and when I switched back to kdm, the problem went away. I've
switched between lightdm and kdm
Closing this - with apologies. Looks like I was up against a faulty
repository (unofficial mirror.) Problem resolved by using an official
mirror.

Upgrade halts with the error message, After your package information
was updated the essential package 'ubuntu-minimal' can not be found any
more.

This is clearly a duplicate - sorry. I don't know how I missed the
others when I searched... I *did* search :-)

When randomsound is enabled, it causes arecord to grab exclusive use
of some sound hardware, which prevents alsa from properly detecting the
hardware. The end symptom is that there is no system sound, and the
alsamixer (and other similar apps) show only a Dummy Output sound
