I agree with wollypigs, this is not a dup of #1199877. I don't see the
CPU problem, but I see the slow menu issue ALL the time.

I can confirm what Robin Hicks is saying. I'm working with a fresh
install of 13.04 I had libdvdread4 already installed. I ran the install-
css script, and It does NOT work.
I had to use mplayer to play the dvd.

While technically this can be viewed as not a bug, if enough people
think it's a bug then it should be one. Perception is reality. Who
would want to make the argument that we don't want to fix this and
make it easier to understand by removing the confusion?

Public bug reported:
The time program seems to be horked. It's not executing or recognizing
parameters correctly. Start with just executing time -V and you will
get bash: -V: command not found. You will see that many of the other
paramaters don't work either.
