I can also confirm this; there are significant amount of posts on the
community website. The default theme/s and Numix theme on UM both pose
similar cropped-out icons:

Are you absolutely sure it's a bug and not related to the software itself?
Did you try reporting your problem to the software's related website or

Network icon shows busy on Ubuntu MATE 18.04

Update: I was able to reproduce the problem on an UM live VM. The thing
is the problem doesn't happen after repeatedly following the steps, even
though it has focus. I have to click again on the Caja window or desktop
and then press Ctrl+.(or ,) to get the selection box.

The network icon of the network-manager-applet sometimes shows "busy",
as if it's trying to connect.
I have a broadband connection on my desktop, just an ethernet cable
plugged in- no wifi. I'm using a DSL/PPoE type of connection profile.
