I was just including my example as another plus point for fake modes ("scale"
in this case didn't mean "output scaling".
If we had the fake modes then output scaling wouldn't really be required in
this case, as we would have a set of mutually inclusive modes to chose from.

We need to be able to scale down to a fake mode. My laptop screen only runs at
1080p and if I have an external monitor plugged in with a lower resolution (eg
720), the only valid resolution will be the lower one.

Hm, i didn't see the new description before I posted. Based on the new
one from John, it doesn't look like we need to change the API if we
don't need to track the transition.
The current method we use in Unity8 should suffice with a little tweaking.
Currently we only wait 1.5 seconds for the serv
And while indicator-network waits for the flight mode change request to
be applied, it can change to the network-idle.svg icon.

Unity8 needs to know the current screen status is when it starts.
Currently we only get the screen status changes (Off/On).
If unity8 starts when the screen is off, it takes we need to cycle the
state a few times to get the screen to come back on. This is because u8

string formats; but since these are no longer in sync with the one's
used in unity8, it's not working.
