System settings brightness panel does affect brightness, with too issues:

Worse, with kernel 3.8 the brightness keys do not show the on screen
display, and do not generate acpi events. When running acpi_listen,
pressing Fn + F5 or Fn + F6 does

backlight devices, and then pick the first device with type
firmware, platform, or raw.
