iirc when we did the compiz settings review we enabled this feature
because the idea was to allow people to move and resize windows while
being able to slightly see through them to be able to see content in
other windows while making a move.

minutes, just in a few cases it takes longer (i guess until TCP times
out). With /proc/sysrq-trigger the client is also Wake
