Same issue here, Ubuntu 20.04. External bluetooth speakers stay in "disconnected" mode in Bluetooth Settings, without a possibility to connect (slider moves but immediately bounces back) "sudo service bluetooth status" shows: connect error: Device or resource busy (16) Restarting bluetooth
