I was looking at our rpm-4.5 branch but unfortunately the changes do not
apply cleanly. I'm not up to date with rpm internals so will leave it to
someone else to fix this issue in PLD.

You might want to check a patch taken from upstream (not yet in a stable
release) that fixes a similar problem:

At least it seems to fix a similar problem for us in PLD Linux.
