I work around this problem by doing the following: 1. Go to Contacts -> LDAP Directory and in the search field select "Any field contains" 2. Press space once and search for that. It will list for you all the contacts in the database.
I agree with you that Evolution should show all contacts by default (they are already cached anyway) and I think this was the behaviour at one point but it was changed. In 2.4, 2.6 nu data is shown.
