Running "sudo dpkg-reconfigure grub-pc" before reboot is not working for
me - prompts for some settings, but doesn't prompt for drives to
install. I'm running Ubunutu 18.04 on AWS EC2 T3 instance. Rebooting
after this still results in the issue.

Post-issue recovery as described by Marin works fine
(https://bugs.launchpad.net/ubuntu/+source/grub2/+bug/1889509/comments/16).

Could I run the grub-install *before* reboot to prevent getting into the
problem?
