17.04 did not have any problems, I never had 16.04 on this computer.
An update to the kernel yesterday seems to have resolved this issue
(linux-image-4.13.0-31). So it's not worth investigating further at this

However, the kernel update seems to have introduced a full system freeze

touch-screen works fine. Putting computer into standby and resuming
resolves the issue, but sometimes happens within seconds of resuming,
sometimes it works for ages without a problem.

3) Select Language = English
4) Select Location = United Kingdom

This should then give the manual selection of keyboard layout, in
it also occurs on bare metal. It seems to be a race issue where a process
is starting before the previous one has things settled. But, it is pain so
we do need a geek to agree to look at it and we minions provide logs and
testing to them. I'm up for being a minion :)

Symptoms:
* Video is frozen.
Observations:
* Mouse moves normally.
* There is no hard-disc activity.
* Once minute or so the video will respond like it's doing so a frame at a
time.
* Pressing CTRL+ALT+F6 and then waiting a minute or so puts you into a terminal.

I've not had time to do this yet, however, given I've been able to
reproduce this problem on every Ubuntu installation for several years on
several different physical machines with different hardware (Intel, AMD,
32-bit, 64-bit, ATI, NVidia), I'm curious to know if you've tried it on
your installat
