I can confirm this bug on a fresh install of ubuntu 20.04.
My steps to reproduce the bug:
Connected an external drive formatted as exFAT.
Pick a file and note down its modified date.
Copy the file to another disk.
Unmount and remount the exFAT drive.

work. When I got rid of the 'Windows 2012' sentence it started to work.
