/upgrade: pre-dependency problem - not installing libgcc1

are you remembering to run sudo before any apt-get commands? For
example, if you try running apt-get install bind9 you get many errors
avoidible if you run sudo apt-get install bind9.

1. What did you do to make this error happen/ what were you doing at the time?
I had a lot of problem after I upgraded my destro from 11.10 to 12.04, the
thing that I did is just apt-get upgrade
