And how exactly is VLC supposed to appear there? VLC provides a .desktop
file, has done so for years, and worked fine with just about every file
manager (including GNOME 2 AFAIK).

If you want to start from a specific chapter, open the DVD normally and
select the chapter in the navigation menu. We are not going to redefine
the logical-if-slightly-confusing behavior of the Disc dialog.
