Not sure if I'm seeing the same problem, but here's what I can reproduce
on Hardy with gnome-applets 2.22.2:
Follow the steps to create a location with a timezone. After logging
out / restart / etc, click on clock applet, click the "edit" button next
to "Locations". From the "Clock Prefered nces
Appears to install correctly in Hardy as well.

I just tried this (on Ubuntu Hardy with python 2.5.2-0ubuntu1) and got
the following
