Just experienced this bug on a fresh Lubuntu 16.04 install (installed
yesterday). Reinstalling the libraries as Thelamer suggested fixed the
problem:
sudo apt-get --reinstall install libsigc++-2.0-0v5 libpangomm-1.4-1v5
libcairomm-1.0-1v5 libglibmm-2.4-1v5 libatkmm-1.6-1v5

Running on battery does not make this problem worse for me. Using wicd

Logging into an Ubuntu session, gnomes panels would be working as
expected (one on top, one on bottom). Switching to workspace 2, 3, or 4
would make the top panel only go invisible. Switching back to Workspace
1 makes it appear again.
