I just tried this in firefox but the user used these
Google Chrome, Arora, and Midori
and with it being the file browser window I would have thought it be something
outside of the browsers control.
Your summary says it all - Filters should be case insensitive.

Right the summary doesn't really say it.
This is the bug which is one with the operating system.
When you are browsing files on say an upload form (which is where I
found it) and the form says just .jpg or .jpeg files and your file has
.JPG it won't come up.
