Until this makes its way into xubuntu here's a ppa with Olivier's patch

Title:
Mouse wheel
This is actually fixed in all supported versions of Ubuntu (10.04
onwards).

Heh, I wouldn't hold your breath JMB. LTS is usually only for security
fixes, and this is merely cosmetic. Also synaptic doesn't have the
little Ubuntu symbol by it, which means it is unsupported or
something.

While the problem I reported is not exactly the same as the upstream bug
10747, I think the issue is closely related.

Public bug reported:
Activating focus follows mouse from Settings Window Manager Focus
Focus follows mouse breaks the panel's window buttons plugin so that the
mouse wheel to switch windows no longer works.
To reproduce, set the focus follows mouse setting. Open a few windows.
Move the mouse
I've hacked in this fix for it - this forces the tree view to refresh
after a package selection change. No idea of the side effects, but
works for me. It still has a little visual flicker after selection
change but at least there are no more phantom entries.

I really should read bug reports better: I was testing this on Gnome
Classic + Compiz.
On Gnome Classic No Effects, i.e. Metacity, the backported 3.4.2
libwnck-3 works *perfectly*, mouse wheel on pager and tasklist changes
just like in the gnome 2 days.
Changed to libwnck-3 since that is the package that needs updating to
fix this bug.
** Package changed: gnome-panel (Ubuntu) = libwnck3 (Ubuntu)

I've tested the patch mentioned in #5 (it's in quantal) but it doesn't
fix the workspace switcher issue. The tasklist does now change
application with the wheel though, which is a bonus.

This seems to be fixed in Debian now http://bugs.debian.org/cgi-
bin/bugreport.cgi?bug=669961 and upstream in Gnome
https://bugzilla.gnome.org/show_bug.cgi?id=673833 - it'd be great if it
could somehow make its way into Ubuntu 12.04, but it's probably too late
for that now.

It's fixed in cmake 2.8.
