Move xorg dependency from desktop-common to all the desktop flavor

xorg has now been add as a depends for kubuntu-desktop. This didn't
change our current meta dependencies as it is still inherited also from
desktop-common at the moment, but the change is there now in the seed
for when that is dropped. So I will mark this for kubuntu-meta as fix
released.

In a Studio 24.10 fully updated install I ran the test plan upgrade.
The upgrade seemed to run successfully and reboots to a complete and working
system.
Desktop metapackages remained installed, and the logs confirm that the upgrader
recognised them.
