I can confirm the bug and it's 100% reproducible. Here is a workaround: you can use devilspie (with its gui gdevilspie) to setup a rule that unmaximizes each window when starting an application. I tested it with a rule like this: unmaximize each window whose class is not equal to 'dummy'. Using
