CPUs stuck during boot after 19.10 upgrade to 5.3.0-40

I am joining the chorus only to confirm this seems to be related to a
specific set of hardware. I got the same result on an Acer Aspire 5,
AMD Ryzen 3 3200U with Radeon Vega Mobile Gfx: 5.3.0-40 fails to boot
(or fails to boot to the full graphical login) and 5.3.0-29 continues to
work just fine.
The work-around suggested in #29 worked for me. That's using the
Graphics Drivers PPA (https://launchpad.net/~graphics-
drivers/+archive/ubuntu/ppa).
Just to be clear about the symptoms I was seeing:
- The splash screen DID appear
- LightDM would NOT appear (just a black, blank screen)

In my particular case, this error appeared to be related to permissions
in the /var/run/postgresql directory. Postgres could not start because
it could not modify files in that directory.

but they snuck by me. So I can confirm the bug is still present in the
version 1:0.9.7.8-0ubuntu1.2. The screen still flickers when I switch
desktops by rotating the cube.

PPA fix worked for Xubuntu 12.04, Intel N10/ICH7 hardware, i915 driver.
Windows from other desktops no longer flash briefly on the current
desktop when I rotate the cube.

I just checked with 2.6.31-20-generic, and the problem still occurs with
i945gme. (Test run on an HP Mini 110.) Same description: with Compiz
on, as soon as I click "Detect Monitors" in the Display Preferences, the
screen goes black with the cursor split between the two screens. Reboot

I can confirm the linux-backports-modules-alsa-karmic package solved
this problem on an HP Mini 110. For what it's worth, I believe the
problem affected both the internal and external mic. This also resolves
question #84715 that I asked some time back.
