For me, knetworkmanager also stops at 28%, but not always, sometimes it just works. Also, sometimes it helps to connect to the neighbours open access point. I use a wpa encrypted network with a bcm4318 based adapter using ndiswrapper. I don't have the version of ndiswrapper at hand, but it is
