The same kernel update broke suspend: after resuming, the mouse and
keyboard don't work -- just reporting here in case this helps locate the
core issue.

That port (8118) should look familiar. I couldn't download/install any
package with aptitude (and as far as I could tell synaptic package
manager either)
My work around was adding +ubuntu.com to /etc/privoxy/trust
$ sudo aptitude update
