siggen not working out of the box

In LO Calc, localized in french, name of function are in english. The
option Utiliser les noms de fonction en anglais (use name of funtion
in english) is NOT activate.
The problem is that in the help, name of fun ctions are in french!
** Affects: libreoffice (Ubuntu)
Vanessa's solution works fine (don't forget to join lines in the
normalize --version... line)
But why from many years bug exists, it's not corrected?

This morning, after the update from TB 3.1.6 to 3.1.7 unable to launch
TB:
Reason?
The link /usr/bin/thunderbird is not updated and go to
../lib/thunderbird-3.1.6/thunderbird.sh which doesn't exist no more. We have to
do a manual copy of

I confirm the bug.
I add, that this scanner run fine with Debian Lenny 5.01 (no add-in
package to install or hacking to do). The xsane about say that's the
same version (0.996).

With an Ubuntu 8.04 : New update today. Firefox doesn't run... grrr...
Some minutes after, I uninstall all package relating to FF3. And
