Well it seems to have worked now.
The following sequence fixed the problem
sudo apt-get update
sudo apt-get -y upgrade --fix-missing https://bugs.launchpad.net/bugs/1907510

I have tried 10 times now latest run, in full.
sudo apt-get -y clean && sudo apt-get update && sudo apt-get -y upgrade

Hit:2 http://security.ubuntu.com/ubuntu focal-security InRelease
Hit:3 http://us.archive.ubuntu.com/ubuntu focal-updates
No joy, same error.

This bug is now moot as I have upgraded to 20.04.1 and it boots
perfectly.

I came to that conclusion myself, I successfully installed 20.04. I also
failed installing 16.04 for the same reason.
