A workaround that disables the global menubar and enables the menu bar
in Kile is to do as follows:
Open ~/.kde/share/config/kilerc and change the following line:
MenuBar=Disabled
to
MenuBar=Enabled
After this, launch Kile from Terminal by typing
QT_X11_NO_NATIVE_MENUBAR=1 kile
I can also confirm this bug and might add that closing and reopening the
OpenOffice document makes the performance go back to normal. I've been
experiencing this since Hardy or Intrepid (at least since the end of
2008).

As an update, when I adjust the screen brightness I am now experiencing
sudden X restarts after removing blacklist video.
I'm using Ubuntu Intrepid Ibex with all updates on a Dell M1330.

I had the same problem with the Fn + arrow keys to change brightness on my
M1330. I used blacklist video in /etc/modprobe.d/blacklist as a workaround
