The issue was caught initially in upstream CI of OpenStack projects.
Re-reviewing the outout of apt-get install I see multiple oslo packages
are installed as hard-dependency, which I've not yet investigated into
quite deeply.

Currently installing novnc package results in installing nova and oslo.config,
but these dependencies results in pulling unused dependencies.
novnc dropped code, that was copied from nova, 10 years ago and these
dependencies no longer makes sense.
