[Bug 1309686] [NEW] keep toasting 'low battery states' happened during lid closed

Public bug reported: I used my laptop untill the battery is about to die and closed the lid. After a few hours later, logged back in with power connected, it started giving me all the battery notifications one after the other indicating updated battery draining states that happend during the lid
