Yes, currently in 8.10 Sunbird still lacks Ukrainian locale.
Also, on related note I'd like to remind that Sunbird 0.9 is out and it
supports Ukrainian too. So may be Ukrainian (uk) can be shipped with
Sunbird 0.9 update.
