I think this describes the same bug as described in
https://bugs.centos.org/view.php?id=14073&nbn=3
Actually I am still experiencing this on Ubuntu 16.04.3 LTS (Kernel
4.4.0-101-generic). In particular I have seen that when I run a lot of
Docker containers and they are killed because of OOM errors
(Disclaimer: I am using Fedora because I couldn't get Ubuntu to install,
but I observed the same behavior.)
I have a Toshiba dynabook R734 (I guess it's only available in Japan)
and it seems as if Secure Boot seems to be "stricter" on this device
than what most people usually observe. With Secure
By the way, as Ubuntu 12.04 and 9.10 seem to have the same rinetd
version, I don't expect this is getting fixed any time soon..?

@gustav-kutugutov, you should check that none of the ports that you are
trying to bind to is already open. (SSH/22 seems to be a good candidate
to check.) Also check that all ports you are trying to forward to are
open on the respective host.

By the way, JasonPorter, this issue being resolved does not help you for
your problem, because the JDK (that you need for solr) suffers from the
same problem (cf. #257857) and there's no fix underway for that problem,
as it seems.

I have this problem on lucid, where I installed the latest available

have the fix backported to that version as well.

I cannot confirm this; rinetd works fine here otherwise. But I guess
that really everything must be fine, including the host that you want to
forward to being up and listening on the given port.
