Hi ! I have made some further investigation on this issue. This problem
occurs mostly in I686 fresh installs. Rarely in X86_64. Some overlays
are also missing (like the ones located at the "Splash Screen") unless
you force a proprietary driver install, or use "./blender-softwaregl" at
the folder

I have the same problem here. I can confirm what PeTe has said.
Unchecking the attribute Protected against manual changes in the
properties of the Table Of Contents solves the problem, after save,
close and reopen the document it is editable again.
